Approved. I'm not 100% sure why qsim CI is locked down tighter than Cirq's, but I suspect it has to do with Tensorflow Quantum depending on it. |

Sorry, this must have fallen off my radar. Automerge is now enabled. py3.11 wheels won't be published until a new release is cut. If you'd like me to make one, please open a PR updating the version file and I'll cut a new release once it's merged. |
